Version:           1.0.0 (using KDE 4.3.4) 
OS:                MS Windows

When setting a new language to the application all behaves as if the application is about to change it's interface language but when exiting the language setting menu the interface is still in English. No message is showed to inform the user how to properly change the language (download and install a new package).

Reproducible: Didn't try

Steps to Reproduce:
Open application -> Select Help -> Select Switch Application Languate... -> choose a language -> Press OK button.

Actual Results:  
 The language changes only in the language setting area, in the rest of the application it the UI remains in English.

Expected Results:  
The application UI should change the language or to show instructions about how to really change the language.

It's a KDElibs problem, not digiKam itself.

Two issues here:
1) Most of the time you need to restart an app to use the new language, a message should be displayed to this effect, but I always thought we already did?  I'll check later.
2) The app itself can be changed to respond immediately, but it's a bit of work to do so, see http://techbase.kde.org/Development/Tutorials/Localization/Language_Change for how to do so.

KLoclae is not the right category here, but not sure what is.
