It would be better if, when an application needs root access, for it to popup a dialog for the root password.
I think you may have made a mistake here. This is not a kchart bug. I'm putting it on kde in general but you can change it to whatever you think fits best.
Which applications need to be started as root? Those should have the respective "kdesu" line in the desktop file, so I feel this is a downstream bug.
These days we don't consider it safe or sane to run apps as root. Instead, apps should prompt the user to elevate their privileges only for specific actions that require it. Kate and Partition manager do this already, and support is being worked on for KIO and Dolphin/Konqueror/etc.
