This isn't a bug, but a configuration issue. The #losbaños you want enter has its channel name encoded in the Latin-1 text encoding. Konversation defaults to using the more modern UTF-8 encoding. The special character "ñ" is encoded differently in Latin-1 and UTF-8.

Please go into the settings for the Identity that you use for your DALnet connection, and on the Advanced tab change the default encoding setting to e.g. "Western Europe (ISO-8859-15)", then you should be able to enter the channel.

X-Chat on Windows probably defaults to the Windows codepage for your locale which presumably closely corresponds to Latin-1.
