There is a filter text box in that sidebar that allows err… filtering of tags so you can easier to find tags to apply/remove to/from your image. Good. I think when you press 'enter' in that field it should select all currently shown tags in the above tag tree (as filtered currently) unless filter field is empty. Though filtering itself currently seems to be bugged. I'll report a bug if there is none.

The tag filter from Caption/Tags sidebar do not require to press ENTER key to run filtering over tags tree-view. This feature in fact operate a search of all items including text enter in field. Filtering is started automatically after a small timer. Filtering is automatically updated when you change text in field. This feature work as expected in 3.x serie and we don't need to change it.
