Many beautiful effects can be created with the various brushes / painttops in Krita.

The trouble is that often you may need to try and draw the exact shape you want 50+ times to get it exactly right in one stroke.

An incredibly useful feature would be the ability to apply a brush / painttop to a vector curve, and have it update as you edited the curve. For example, if you could apply the spray or particle brush to a curve, and then tweak the curve with the path editing tool to get the exact shape right.

Bonus points for an option that makes the "pressure" fade out at both ends of the curve. :)

Combining vector and bitmap tools like this, could also be a strength Krita can use that Illustrator / Corel Painter and Photoshop would find difficult to follow as they're built to just handle one or the other.

Right now it's possible to be done this way:

1. make a vector shape
2. convert to vector selection: Select -> Convert Shapes to Vector Selection
3. select the brush
4. select the selection tool (any one of them)
5. right-click -> Transform -> Stroke Selection -> Current Brush. Press OK.

The problem:
- too many steps? (no way to stroke just vector shapes, one needs to convert them to selection first).
- it's not automatic; after a change in vector shapes, one would need to make it into a selection and apply the stroke again.

The feature request is talking about a much more advanced system, it seems.

Note: actually we also already have a way to trace vectors directly:

Select vector shape (from a vector layer), and use menu Edit - Stroke selected shapes to trace the shapes with selected brushes.

This could maybe be implemented alongside: 

A feature supporting drawing with the brush tool on a vector layer supporting pressure sensitivity etc. but stabilized.

This is a feature of ClipStudio Paint.

BTW is anyone working on this?

No, no one is working on that, there is even no good design. Are you interested in contributing? If so, it would be best to start from asking artists on krita-artists.org for ideas from other people, then make a design out of it, ask for feedback again, then make more precise design with technical stuff and then start implementing it. It will be quite a lot of work, but it doesn't need to be all made by one person (a design done now will be one thing less for a future contributor even if you wouldn't be able to finish it). And I think totally worth it - it's really an amazing feature.

Note that this might be somewhat either related to Calligraphy Tool or even just the Calligraphy Tool but a lot improved. And related to power strokes (variable width vector strokes), too.
