If you put the lock/logout widget on a vertical panel, and disable one of the two default buttons so only one button is displayed, the button will be smaller than other icons in the panel and centered in the middle.
It looks like it is using spacers left and right, since when the panel is resized to a certain width it shows as big as standard icons.
