Version:           0.9.5 (using KDE 4.3.5)
OS:                Linux
Installed from:    Fedora RPMs

Here's how to reproduce the bug.
First open up two terminals.
Execute the command

  okular --unique 'document.dvi#src:100 ./document.tex'

This opens up the file normally, but now execute the same command in the other terminal.
Then Okular produces an error

Could not open file:///home/user/document.dvi%23src:100 ./document.tex

I think you might be running into bug #205076. This has been fixed in 4.4.

Oh, i thought we had that fix in KDE 4.3.5, but we have not. I'm closing this bug as duplicate of 205076 as Jochem is probably right. If once you upgrade to >= 4.4.0 you still have this problem please reopen this bug (or open a new one whatever you prefer)
