Version:            (using KDE 4.4.0)
Installed from:    Ubuntu Packages

The plasma dashboard behaves as a normal window by default: it can have other applications above it (which can be solved with custom window rules) and appears when using the selected window switching method(which also happens with plasmoid extensions and the krunner interface).

I think the plasma dashboard should not appear in the window switching interface (neither extensions or krunner), and no applications should be allowed above the dashboard.

Same here. A rule solved this problem.

Could you please be more specific about the needed rules and how to set them?

In System Settings -> Window Behavior -> Window-Specific
I tried to set "keep above" and disable focus stealing prevention, but 
it had no effect on the problem.

Cannot reproduce this bug using KDE 4.7.3 therefore closing it. Feel free to reopen if the problem still occurs.
