In System Settings -> Keyboard & Mouse -> Global Keyboard Shortcuts, there is currently a KDE component drop-down.  On my system, KMix is selected by default, and only the shortcuts applying to KMix appear in the main configuration widget (with Action and Global).

I believe that usability could be improved by adding an "All" option to the KDE component drop-down and using that as the default.  It is misleading to use KMix as the default criteria because at first sight, it only appears that there are a very limited number of global keyboard shortcuts to configure---those that belong to KMix, although that isn't immediately obvious.

For example, let's say a user named Bob wants to set a shortcut to walk through his virtual desktops.  Bob figures he might be able to find such a setting in the System Settings, so he goes there.  He goes to Keyboard & Mouse because that makes sense.  Now he's presented with two options: Standard Keyboard Shortcuts and Global Keyboard Shortcuts.  (I believe this is also bad usability, but that's already filed in Bug 179846.)  He selects Global Keyboard Shortcuts, hoping to find the setting.  He looks to the right at the main configuration list, scans the available shortcuts, and doesn't see the option he's looking for.  He then closes the System Settings and looks elsewhere for the configuration option.

It is reasonable to expect that the default Global Keyboard Shortcuts list should have all shortcuts listed by default, with the *option* to filter the list down by component.
