I have two panels - the main one on the left edge, aligned top of screen, the secondary panel on the top of the screen

Both panels have the setting "windows can cover".

After (re)starting plasma (if it crashes or after login), the secondary panel (on the top of the screen) does not honor this setting. windows are always under the panel. In the settings for this panel, "windows can cover" is selected, though. I have to click once on "Windows go below" and then again on "Windows can cover" to make the secondary panel accept the setting.

The primary panel is not affected AFAICT (but I seem to remember, that I have also seen this problem on the primary panel once or twice, but cannot reproduce right now).

Might be a race condition of some kind?

I'll attach a screenshot to illustrate the problem.

This is with plasma-desktop from kdebase4-workspace-4.3.95 (KDE 4.4 RC2) openSUSE FACTORY package, but is not a recent regression.

As you can see, the main panel on the left side is below the konqueror window, but the secondary panel on the top is above the systemsettings window.

Both are configured the same (and the configuration is saved to the config file, I checked that)
