If konsole is in background and someone clicks on it, it will come the the foreground and in most cases the terminal cursor is active. But there is one exception, if you click on the currently opened tab in or an empty space on the tab-bar, the tab-bar and not the terminal gets the focus. This is a inconsistent behaviour, since clicking on an inactive tab will bring the focus to the upcoming terminal.

Older versions of konsole does not have this problem.

This has been fixed in at least the 4.5.x version.
