When I jump from 'camera' to 'manual', I start at 6500k, instead of whatever 'camera' was. All wb presets should change the T and G sliders accordingly.

Camera WB settings are channel multipliers (for most cameras, if not all). 'Kelvin' adjustment is made by matrix multiplication (Bradford or von Kries transform). So, there are no direct connection between WB multipliers and Kelvins.
Not reproducible with digiKam 7.0.0-beta1.
