Judging from the results in http://greenbytes.de/tech/tc2231/ the kdelibs version is rather limited. According to #kontact the kdepimlibs version can do much better as it supports parameter continuations and charset specifications. So I suggest the kdepimlibs version might be used to improve or replace the kdelibs version.
