Version:            (using KDE 4.3.3)
OS:                Linux
Installed from:    Fedora RPMs

Setting are like US - English, but that is rather different from the Czech 
Settings should be:
 - Currency symbol is "Kč"
 - Comes after the value
 - Uses a break ",- " or just " " between a value and it's symbol
 - Both positive and negative signs are before numbers and without brackets
 - Symbol for separating thousands is " "
 - symbol for separating fractions (cents) is "," 

This not at utmost importance, since users can change it afterwards, but it should be noted.

Clicking on "change..." right of the label "Country or region" opens a popup menu. 
Selecting Czech Republic in trunk + 4.3 here seems to set all options properly to the values you reported as wrong.
Looks like you only selected the Czech language, but "Country or region" is still  different from "Czech Republic"?

Yes exactly right. I am sorry I missed the regional settings.
