Clicking on "change..." right of the label "Country or region" opens a popup menu. Selecting Czech Republic in trunk + 4.3 here seems to set all options properly to the values you reported as wrong. Looks like you only selected the Czech language, but "Country or region" is still different from "Czech Republic"?
