In sweden the christmas eve isn't a public holiday (even if most people are free), but in the calendar it's shown as a public holiday if you select to enable "Display holidays" and select sweden as country.

The kdepimlibs definition file is correctly configured, duplicate of Plasma bug which I've detailed in generalised form in bug 218549
