There is no way to access settings with root privilegies

This will be fixed in the near future with the full inclusion of KPackageKit. 
In the meantime you can run "kdesu systemsettings"

"kdesu" is on kdebase-runtime. I think that Ubuntu derivates replace kdesu with "kdesudo"
