@Artem: some weeks ago I've had a similar problem kickoff (but even krunner and other elements of the interface) were sloooow. It was due to a wrong combination of an xorg patch and nvidia drivers. Are you using nvidia drivers and/or a recent xorg (the patch comes from redhat/fedora but it has been applied to other distro ... for example in archlinux which fortunatly has been fixed after few days)
I'm using Fedora 12 with all updates installed and yes, I have NVIDIA drivers installed. My xorg server version is xorg-x11-server-Xorg-1.7.1-7.fc12.i686 I have the same problem with Plasma (Desktop) -> Add Widgets, this operation takes at least 10 seconds to complete - but I won't file a bug report.
and what if you press "ALT+F2" for the krunner shell?
KRunner also takes ages to show up :(
Thanks Artem, so it is definitely the xorg bug introduced by fedora. It should already exists a bug report in the fedora (and even freedesktop) bug tracking system. The workaround is to downgrade the X server or use a free nvidia driver. Or recompile Xorg without the wrong patch itroduced by fedora
