By default, a bug should be reported as UNCONFIRMED, even if it is reported by a KDE developer. One doe not necessarily know all the internals of an application that is not the one one is working on.

Also, the reporter should no be allowed to confirm their own bug reports, and it should be possible to reset a bug to UNCONFIRMED if this happens. As an example, bug 215760 was set to NEW by the reporter and it is impossible to reset this to UNCONFIRMED.
