Installed from:    Ubuntu Packages

1) After installation of Kubuntu 9.10 is NumLock default OFF,
i recommended set it to ON,
because the most of people are expecting this behaviour.

2) NumLock is default set to OFF after login to KDE on kubuntu 9.10,
it should be set to ON for the same upside reason.

Marking as donwstream, because this is not a KDE wish. Please file this bug again in the Kubuntu distribution bugtracker, they can enable this when creating their defualt configurations.
