Not always, just sometimes, when renaming a folder on the desktop or copy the name of a folder.
"Desktop": .. if you edit the location bar in Dolphin , what does it say ? "desktop:/" or "/home/USERNAME/Desktop" ? Those two different locations (pointing to the same physical place) may have different behavior some times...
The error only occurs on the desktop or any plasma, if rename, copy the name of any file within the file browser (dolphins) no error occurs.
