Akregator uses the Konqueror settings. Konqueror/settings/Configure Konqueror/Plugins/"Load plugins on demand only" is what you're looking for. (if it doesn't fit your needs, please fill a wish report for Konqueror)
Okay, but there's a lot of people that won't figure out they have to alter the Konqueror settings. 'Easy way' for newbies as well might be to have a shortcut to the Konqueror settings in Akregator.

Hi, I just had the same problem and tried to find out, what changes in the settings. As far as I can see, you only have to change the line demandLoad=false in ~/.kde/share/config/kcmnspluginrc to demandLoad=true. If the line is not ther, try adding it in the [Misc] section of the file. Hope it helps. :)
