When using different keyboards with different layouts (e.g., laptop/external), it would be very useful to have a keyboard layout switching tool/button/whatever in the login screen.

This switch exists when locking a logged-in user (although it does not seem to be keyboard-accessible, only by mouse) and it allows the user's layouts. For the login screen, the same thing could be done, but then allowing all (users'?) layouts.
