Currently, there are no Y-axis markers on Temperature widget when it is in the panel because the minimum size for the markers' display is width > 250 and height > 150. This bug requests that those values be made configurable so that the markers will appear for users who place the widget in the panel.

Alternatively, instead of having the minimum values configurable, it might be easier to have a simple checkbox:

Hello!

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
