This seems to happen consistently - I just switched from KDE 3.5 to 4.3. As explained in bug 192419 / bug 175069 (bug 157850). This is caused by some path (KDEDIR) issues after the KDE3->KDE4 move. *** This bug has been marked as a duplicate of bug 157850 ***
It appears that gentoo thinks that this issue has been fixed. I can confirm that KDEDIRS is not set in my environment at all. I get the same behavior when launching konqueror from a shell (and can confirm in the shell that KDEDIRS is not set).
