Activate the access keys with Ctrl and scroll with the mouse. The access keys remain where they were when activated and they neither scroll with the contents nor disappear (as they did in KDE 3 IIRC).

No, this is not a duplicate of  Bug 188837 or  Bug 171135; I don't think they are duplicates either, the former seems to be fixed and I haven't experienced the latter.

Yes, it is probably related; it seems to me that Bug 188837 is a duplicate of that, and not of Bug 171135, of which it is currently marked to be a duplicate.

It is style dependent: now I checked with other styles than Bespin and it produces the behavior described in bug 172870, i. e. the tooltips do move but they leave traces, i. e. their place is not repainted. With Bespin they appear only at their initial position; it might be a bug in Bespin.
