Version:           1.0 (using KDE 4.3.1)
OS:                Linux
Installed from:    Ubuntu Packages

Using Kubuntu 9.10 alpha6 KDE 4.3.1 (fresh new installation)

How to reproduce:

1) System settings -> Personal -> About me -> Password and USer account
2) click on image area, get error message: "Your administrator has disallowed changing your image"
