Version:            (using KDE 4.3.1)
OS:                Linux
Installed from:    Ubuntu Packages

1. Open more than one tab
2. On one of the tabs turn on the search mode
3. Switch between tabs

In above situation konsole will show you a resize box.

Yes, that situation reproduce easy! Size box was shown when switch from one tab to another and search mode is on

You get the dialog since that the terminal size is changed due to search bar.

Consider hiding dialog when search bar is active.

In the upcoming konsole-2.8, there is a workaround: users have the option to disable that size hint after resizing.

Confirmed you can now disable the size hint in version 2.10.

I suggest closing the bug because the feature works properly. When the search bar is active you got 2 lines less of space, I think the size hint's porpoise is to warn about any size change.
