When "embedded preview loads full image size" is not checked, the preview image is sometimes underexposed, but this is good because it means the RAW is underexposed too.

When "embedded preview loads full image size" is checked, it seems to automatically adjust exposure of the preview, which is wrong because then I can no longer judge which one of several RAWs of the same subject is best!

Also, what exactly does "full image size" mean? Full sized embedded JPG, or a quick demosaic?

There has been a lengthy discussion whether the embedded preview should be loaded or a quick demosaic (half-size) should be done.
See bug #205776, see if your needs are reflected there and what solution you would prefer. Maybe we can close this here as duplicate then.

Fixed with bug #205776
