The KDE bug tracking system is closed to versions of KDE older than 4.0 making it impossible to file bugs that exist in older version which are still very much alive.

KDE 3.x is not going to get more security nor feature releases (there is no manpower to do so).  So, if anyone is interested in fixing and improving the KDE3 may be you have to setup your own bugtracker, copy the reports, and/or fork KDE3 in order to distribute the fixes later.
