Version:           4.3.0 (using KDE 4.3.0)
Compiler:          gcc version 4.3.2  (Gentoo 4.3.2-r3 p1.6, pie-10.1.5)
OS:                Linux
Installed from:    Compiled From Sources

I have an external monitor attached to my laptop configured using twinview (nvidia). 
When I put a panel on the side of a screen which borders another screen windows are placed underneath it. When I maximise a window on that screen it ignores the new panel. 

The desired behaviour is that the "always visible" setting for the panel would stop windows going over or under the panel. 

This does not occur if the panel is on the "outside" of the 2 screen setup. 

I have attempted to try a fresh config  by removing all plasma* config files from my .kde4/share/config directory and restarting plasma-desktop but the problem reoccurs once a new panel is added as described.
