Hi, 

I opened the help page of konsole (any other seems also be affected) when I scrolled down with space key this message is shown:

The requested operation could not be completed
Cannot Initiate the Protocol
Technical Reason: Unable to Launch Process

- If you browse to "help:/konsole/introduction.html" using Konqueror, is the help page shown properly ?

This has been fixed with commit 9904c89c3b3c0ebce4672052adb827b545948875 in khelpcenter.git, one month ago.
This also fixes the navigation using the Go -> Previous/Next Page menu actions.
