Running kate with sudo wreck havoc with permissions in temporary files in /tmp and /var/tmp
I know have a lot of warning such as the one following when apt-get installing konversation or any kde app which require post-installation configuration.

Error: "/tmp/kde-fredf6" is owned by uid 1000 instead of uid 0.
kdeinit4: preparing to launch /usr/lib/libkdeinit4_kbuildsycoca4.so
<unknown program name>(14463)/ KStartupInfo::createNewStartupId: creating:  "fredb;1251896402;815342;14463_TIME0" : "unnamed app"

That is a generic problem, if any, I would not start Kate or any other KDE application as root.
