system settings/advanced/desktop theme details

Changing theme using widget on top left does not enable 'apply' button - it remains grayed.

Mh, this configuration module is not intended to be used to change Plasma themes.
Selecting a different Plasma theme will just allow you to use its default widgets in your new "customized" version. Only when you modify some of the widgets the Apply button will be enabled.

In order to change the Plasma theme you need to right click the Desktop, select "Desktop Settings" and change the Theme

I agree this could be confusing but you should file a wish report if you want to change this behaviour.
