When the task manager is placed in the panel and is completely filled, there's nearly no way to open the 'Task Manager Settings' dialog. With some luck you find a 1px wide area at the very edge, where it reacts on the rightclick with the applet's context menu.

Possible solution:
- Add the 'Task Manager Settings' menu item to the context menus which appear when clicking on a task manager item. The item should be placed on top of this menu to keep the 'Close' entry accessible in the usual fast way.

New summary:
There is no intuitive way to open the 'Task Manager Settings' dialogue on a full Task Manager of a single Panel desktop. Period. 
As much as we'd all like to shove it aside as a documentation and/or training problem, I think this needs some serious re-thinking.

I have a degree in Computer Science, and 20 years technical industry experience, yet the way I find, after several months of on and off wondering, about this secret decoder-ring handshake is via comment #3 of Bug #166886 on bugs.kde.org?
Come on folks - let's provide a consistent, intuitive UI, not something that works great, except for one particular thing that frustrates the user for months, and then finds out the contributing community just felt it should remain that way...
Bottom line : Right click on a full Task Manager and you only get options for that app, group, etc. There is no value added there - I get that from the (intuitive) upper left window menu. Yet, Right click anything else in the Panel and, most likely, you get Panel Options or at least something outside the scope of that wigdet. 
The "Pager" manages a group of desktop pages. When you Right click on it, you have the option to change the settings of the aforementioned Pager.
The "Task Manager" manages a group of running tasks...... "You with me camera guy?" :-)

I just wanted to mention, that you can change the settings by doing the following steps:
Click the Plasma Icon and Rightclick on the place where your taskmanager is.
I agree that this is not really intuitiv but a lot better than finding the right 3 pixel for clicking.

I confirm - KDE 4.4.0. Serious usability problem as with the mroe than three programs opened it is absolutely  impossible to find taskbar settings. space between icons doesn't work and putting the option to the 3px wide corner is just ridiculous.

#2 doesn't work for me. i don't really know what you mean by plasma icon, if you mean the peanut, than it doesn't work.

clicking on the peanut as mentioned in comment #2 works but for those with widgets locked. its not readily available.

@Dan Duris: comment #2 is referring to the panel toolbox button. hover over it and you'll see the tooltip for it. and yes, it works. (left) click on it, then right click on the tasks widget.

@Mathieu Jobin: one can expect many aspects of the user experience to change or even degrade when widgets are locked. that is actually part of the point behind locking the widgets.

honestly, someone simply needs to put the work into this one to improve it. i'm not interested in further conversation on the matter as it's been covered to death already. we're simply wasting time chit-chatting about it on a bug report.

to put some teeth to that statement: i *will* close this bug report as invalid upon the next comment appearing unless it is of the nature of "i am working on a patch..". the task will remain on our (plasma team's) internal todo lists until it is done, but this report will no longer be used to track it if bugs.kde.org continues to be used a replacement for forum.kde.org.

btw, in addition to that commit, there is a nice new applet handle / tab that appears when you open the panel toolbox and hover over a widget that shows "close" and "configure" (in a pretty way) which makes the toolbox approach a lot more evident as well.
