Version:           3.3.0 (using 4.3.00 (KDE 4.3.0), Chakra KDE)
Compiler:          gcc
OS:                Linux (x86_64) release 2.6.30-ARCH

I close my KDE session while Kate is running, then I log in again and Kate gets loaded, and opens the same documents I had opened before (this is ok), but it doesn't load plugins such as embedded konsole, file search or file explorer.

If I close Kate and run it again, it (correctly) loads the plugins I have selected.

I have noticed this behaviour in Arch Linux and Kubuntu.
