On incoming transfer request, a button appears in chat window. After clicking Download button, a progress notification in system tray appears, but the meter shows zero percent of file downloaded and that doesn't change. Later, the transfer is canceled automatically, and the file isn't downloaded. Nevertheless, outgoing file transfers work fine.

It work for me now. Here is how do it : Settings -> Configure Your ICQ Account -> Modify Account Account Preferences -> check "Override defaul server information", and set : Server/Port: login.icq.com 443 and below in "Direct Connect Option" check "Use proxy instead"
Well, the AOL Proxy workaround does not work for me. I'm running KDE 4.6.5 with Kopete 1.0.80 (Kubuntu 11.04) Without the AOL proxy enabled, outgoing file transfers work fine, but incoming file transfers don't work at all. If i enable the AOL proxy, neither outgoing nor incoming file transfers work.
I can confirm comment #4. It used to work for a little while some months ago, but ICQ seems to haved updated some stuff since then. Interestingly enough, the Pidgin ICQ File Transfer (current Pidgin version from the Ubuntu 11.04 Repository) works flawlessly without setting up anything, neither proxy nor incoming ports, even behind a NAT. Perhaps you could adapt their code? Kubuntu 11.04 32-bit with KDE 4.6.5 from the Kubuntu-PPA here, Kopete 1.0.80.
