Yandex.Fotki is a popular image hosting site, but it is not possible to use it in Kipi's export plugin.
Yes, it is possible to use it's API, but there are no any English documentation. Fortunately, there is a small python program which uses this API. You can find it here: http://github.com/svetlyak40wt/yafotkiuploader/tree/master . So you can simply make a frontend to it.
