It's my intention to get background pictures displayed on a random base. This is configured to both displays but only works on the left, the primarily. I'm able to configure even the right in the same way. Here it works only till the next new session setup (required due to updates or a user change).

Here it works only till the next new session setup" can you please provide more details on what you mean here? exactly how are you configuring it, what results, etc? also consider posting your plasma-desktop-appletsrc.
Two screens are connected to one graphics interface card. The card has two connectors. One DVI and one VGA. It's one Xorg process running. If I configure randomly changing background pictures this works for the left screen. Once activated this even works for the left screen after a fresh login without any extra work. But the right screen stays with a blank light blue screen. A right mouse click -> settings (Alt+D, Alt+S) and pressing "OK" even makes the right screen change the background picture as intended.

The screen with the 'missing' background picture is connected to the DVI port.
Now I had for the first time the blank blue screen on the left display (VGA) while the random background picture works well on the right via DVI connected one.

KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
