While we didn't come to a conclusion in every detail, some agreements were made and existing rules were clarified. For the full discussion see http://lists.kde.org/?l=kde-usability&m=123151304012623&w=2 We came to the conclusion that Ctrl-Q should always quit an app, no matter which window is active. However, Ctrl-Q does not work when a mail composing window is open and active.
You forgot a point in your analysis: the composer window doesn't need KMail to be running (eg: you can click on a mailto: link, only the composer will start). You're also able to: - start KMail, - Click on the "New Message" button - Quit KMail. The composer window will still be there. I don't see any valid reason for quitting KMail when hitting ctrl-Q since the application that launches the composer can be anything. Note that ctrl-Q is not assigned in the composer window. Only ctrl-W will close it.
Well, the consensus on kde-usabilty was that Ctrl-Q should always quit the application. Hence, not even assigning Ctrl-Q is a HIG violation. You may discuss further details with Celeste Lyn Paul or join the usability mailing list. I'm just passing the results to Bugzilla (even though a half year late -- sorry for that).
