Version:            (using KDE 4.2.96)
OS:                Linux
Installed from:    SuSE RPMs

If I unrar a file that was generated on Windows and the filename have some characters "encoded" then I can not copy, rename, etc. The file is unusable in Dolphin 4.3rc2 (or any other from KDE4). In Konqueror 3.5.10 on the same system I can copy, rename, etc.

Dolphin says that the file does not exist or is unreachable!

If I try to change the filename and copy the filename to the clipboard on Dolphin and Konqueror 3.5.10 and than paste on a text file, I get diferent content. For instance on Dolphin I get (hexadecimal):
55 6D 61 20 63 61 6E EF BF BD EF BF BD 6F 20 6E 6F 20 72 EF BF BD 64 69 6F

On Konqueror 3 I get (hexadecimal seen on okteta):
55 6D 61 20 63 61 6E E7 E3 6F 20 6E 6F 20 72 E1 64 69 6F

whichever file I see as
Uma can��o no r�dio

Dolphin and konqueror 3 see the same file differently. konqueror manages to copy the file, dolphin fails.
