Kate's built-in file manager has no 'create file' option. Workaround: open existing file, erase the contents, and save as new name.

It's not filed twice. This is not about reload, but about creating files. Mark as correct duplicate :)

This was not filed twice. Bug 199994 is in reference to the lack of a folder refresh feature, and this bug is in reference to the lack of a 'create file' feature.
