To reproduce:
Organisation name is set to something.
Create a contact with no name (Edit Contact Name dialog is empty).
Set the Formatted name to 'Organisation'.
Then export that entry using File -> Export -> Export to 3.0 vcf (or drag it across to an e-mail composition window).
The suggested filename will be '_.vcf'. If a LastName as the last name is entered in the Edit Contact dialog, then that will be used in the filename '_LastName.vcf'.

Formatted name field should be used for a suggested filename in this case.

The development of the old KAddressBook will be discontinued for KDE 4.4.
Since the new application has the same name, but a completly new code base we close all bug reports against the old version and ask the submitters to resend there reports against the new product.
