Version:           4.2.95 (using Devel)
OS:                Linux
Installed from:    Compiled sources

When i open kmail form the command line, then the message emerges:

error while loading shared libraries: libjpeg.so.7: cannot open shared object file: No such file or directory.

I have Arch linux with 4.2.95 kde.

If you need more investigation, please let me know

This means kmail and/or the KDE libraries it uses was compiled against libjpeg7, while it is not installed in your system.
Either install that version of libjpeg, or report to the support of your distro that some KDE package is broken in this regard.
