When I change the theme all panels will get larger for about 4 pixels (vertically for horizontal panels, horizontally for vertical ones). This happens every time a theme is changed until some limit size is reached. Then it either stays the same size or enlarges and shrinks a little periodically on every theme change.
Tested in 4.3 branch.
