KDE 4.2.95 as shipped by Mandriva.

Default configuration with Journal set to SQLite. Journal is always empty and has zero entries. There does not appear to be any option to explicitly enable or disable it.

It definitely works here... so it seems to be a problem of Mandriva or your computer... :)
