Installed from:    Unlisted Binary Package

There are a few widgets on desktop. Each of them have assigned keyboard shortcut. But shotcuts don't work. Pressing shortcut don't produce any action. Widget don't bring to foreground.

please define what you expect to happen when you mean "brought to foreground"?

I expect that widget will be visible over all other windows, became active  and I will be able to manipulate it.

I can confirm this bug on KDE 4.3.4 with Qt 4.5.3.
This Bug seems to be bound to widgets, which haven't any action clicking on them. In this case the shortcuts are useless. Otherwise widgets like the Application Launcher Menu are shown , when using the shortcut for it.

Using KDE Development Platform 4.3.85 (KDE 4.3.85 (KDE 4.4 Beta2); same bug! shortcuts are unusable.

Expected behavior:

Shortcuts should work just like panel widgets like "show desktop"; e.g., adding "ctrl+alt+d" works with show desktop!

shortcut for "quick access" on panel doesn't work!

I think this is because the shortcut does not what people except it to do.
For example, you can set a shortcut on the clock, and it will pop up the calendar. But setting a shortcut on the systemload viewer will have no effect (because there is no popup to show).

well, there's pretty much nothing that can be done in a guaranteed fashion. if they are on the desktop, it could always bring up the dashboard if there is a window in the way, but only if the dashboard is following the desktop (separate dashboard == no win).
