To reproduce:
1. Set up a desktop with an "always visible" panel, and activate "Different activity for each desktop" in Plasma.
2. Set the desktop switch effect to "slide".
3. Change between virtual desktops with F1-F4.

I observe that Plasma's desktop windows overlap the panel during the slide animation. This shouldn't be the case: The panel should always be on top, and the desktop should therefore never obfuscate it in any way.
