Now in my KDE 4.2.4 installation the following resolved bugs present:

0) Unlock
1) Add all sections when not locked
2) Lock
3) Remove all sections
Result: Buttons are marked as removed but all sections aren't removed.

Result: All sections are in the top of widget but the size of background are resized normally (as all sections will be added normal).
Also. When unlock and move mouse over this widget sections moved to the normal state.

Usually I have "Disk space", "Temperature" and "LAN" sections.
In "Disk space" section I have 3 partitions but only 2 selected to show.
In "Temperature" section I Have 5 sensors but only 3 selected to show.
When I logout, login "Temperature" show me 3 sensors but "Disk space" show me all of my 3 partitions.
