Notifications that pop up are only visible on the desktop that is currently open when they first appear. They should persist on every desktop no matter which one was current when they popped up.

They can also steal focus, which probably shouldn't happen since they are notifications. They should probably have "Always on top" set if it isn't already.

all desktop issue resolved, focus issue remains.
