for download of a file a popup opens and asks for the directory and proposes
/home/<username>
after selecting the directory the target becomes
<target directory>/<username>

which is not the desired place it should only be
<target directory>
without <username>

i set it to high, because it's very user unfriendly

Cannot reproduce on current trunk. Are you using the kget integration?

Ok, if I remember right, it should have been fixed in kget. Probably it has been backported on KDE 4.3.0 too.
